What began as one woman’s vision has grown into a legacy of compassionate, community-centered care.
In 1999, Glenda White, RN, MBA, a proud female veteran and registered nurse, founded New Beginnings In-Home & CDS as a Missouri state-funded Home and Community Based Service (HCBS) program. Built on her lifelong love for nursing and patient care, Glenda believed that every individual deserved to be treated with dignity, compassion, and respect, the same values she carried throughout her entire career in healthcare. Rooted in a deep desire to give back, she chose to serve the very community she once grew up in, turning personal history into a powerful purpose.
Driven by that mission, Glenda set out to do what few had attempted in the St. Louis region: build a service that truly met people where they were, in their homes, in their communities, and in their lives.
From a single vision rooted in purpose, New Beginnings has grown into an empire of caring. In 2006, Glenda expanded her reach by launching the Consumer Directed Services (CDS) program, further deepening the organization’s commitment to empowering individuals to direct their own care on their own terms.
Today, we proudly serve and employ thousands of individuals across St. Louis City, St. Louis County, St. Charles County, and the greater Metro area, providing In-Home Services and Consumer Directed Services to individuals living with physical and mental disabilities.

Through our Consumer Directed Services (CDS) program, funded through Missouri Medicaid, we go one step further, giving clients the power to choose their own caregiver, whether a trusted friend, neighbor, or family member. Because we believe the person receiving care should always have a voice in how that care is delivered.
For over 25 years, New Beginnings has been more than an agency. We are a movement, founded by a veteran, built on compassion, and sustained by thousands of caregivers and clients who make our community stronger every single day.
